RED SPOTS ON SKIN

I have dry red spots on my arms, thighs and legs; no itching;it's only on the tops of the arms not on the inner arms; there the skin is very smooth; My sister and I both have it and it began in our 40's. I went to a dermatologist years ago and was told it was dry skin, recommended Keri lotion and not to take real hot showers; however, my sister also went to a dermatologist years ago and was told there was nothing to do and showed her a picture of the condition in a book, and said she would probably get more which we both did. My sister could not remember the name but I think it was "Keratosis and another name but can't remember. We are both in our 60's and it really looks terrible; I have used all kinds of lotions and was told not to use anything with lanolin but nothing seems to help. I cover the ones on my arms with a cover stick but it still looks so rough but at least not so obvious.
